There is no legal definition of a leisure land as it is a classification not provided for in the town planning code. It is mainly land located in non-constructible, natural or agricultural areas and on which the owners camp and install leisure accommodation. It should be noted that even if the use of this land for leisure purposes is very old, this history does not confer any rights with regard to town planning regulations. What buildings are permitted on recreational land? Here is an answer from the Ministry of Housing and Territorial Equality published in the OJ Senate of 15/05/2014: "The town planning code defines the framework for the establishment of mobile leisure homes and other light habitats. With regard to light leisure dwellings (HLL) and mobile leisure homes (RML), articles R. 111-32 and R. 111-34 of the town planning code stipulate that they can only be installed in sites developed for this purpose: residential leisure parks (PRL), campsites or holiday villages. As far as HLLs are concerned, they can be set up on developed sites, but also on private plots of land located in zones U or AU and possibly in sectors of limited size and capacity (STECAL) in zones A and N, provided that the PLU allows for this. The construction of light dwellings (mobile and temporary) is therefore possible subject to the agreement of the Local Urban Plan (PLU). In practice, you need to obtain a building permit if the net floor area (SHON) exceeds 20 m² and a prior declaration below this 20m².
